Although rare, there are situations where the community has consensus that an administrator should be blocked indefinitely, or at least for a significant period. In those circumstances, this proposal suggests that administrators who have been blocked for more than 28 days do not hold the trust of the community and therefore the sysop userright should be removed procedurally alongside inactivity desysops

As an additional proposal, codify that administrators may be blocked for significant breaches of administrator accountability, with a review on Administrators noticeboard.

Procedural removal

On the first day of the month, any administrator who is blocked and has been blocked for more than 28 days will have their administrator user-right procedurally removed (alongside inactivity removals). Administrators have their sysop user-right removed in this fashion are not eligible to request return at bureaucrat's noticeboard, but may appeal the removal to the Arbitration Committee. The administrator may also regain their administrative permissions through a successful request for adminship.

Proposal 2: Administrators may be blocked for breaches of Administrator accountability requirements

The following underlined text should be added to administrator accountability section under WP:Administrators (italic text added if Proposal 1 passes)

Administrators who seriously or repeatedly act in a problematic manner, or who have lost the trust or confidence of the community, may be blocked, otherwise sanctioned or have their administrator rights removed procedurally or by the Arbitration Committee. Blocks of this type should be brought to administrators noticeboard for review.
